Like any other invitation, it is the privilege and duty of the host—historically, for younger brides in Western culture, the mother of the bride, on behalf of the bride's family—to issue invitations, either by sending them herself or causing them to be sent, either by enlisting the help of relatives, friends, or her social secretary to select the guest list and address envelopes, or by hiring a service.
A party is a social gathering of people who have been invited by a host for the purposes of socializing, conversation, recreation, or as part of a festival or other commemoration of a special occasion.  Parties featuring food and beverages, and often music and dancing or other forms of entertainment.  
Baby showers for example are a wonderful way to celebrate the upcoming arrival and give the mom to be some extra special attention. Having the first invitation can not only set the tone of the theme of your party but also compliment the baby's theme.
